Issue
The templateId of the CDA Header Act is current used for multiple purposes. One of those purposes is the identification of the implementation guide that a CDA instance complies with. This is known as a profileId - it is not a templateId.
Recommendation
- Create RIM proposal to add a ProfileId attribute (with semantics equal to Message.profileId) to the ClinicalDocument class. NHS uses a workaround in its CDA documents to achieve the purpose of a profileId.
