Graham is thinking that the FHIR custodian is applying POU out the door

- having the resources developed by Kathleen and Mike/may clarify
- the way labels are applied is usually by an access control system(not necessary a FHIR system), we already have consent directives, xx?
- there seems to have a mis-understanding on how the ssytems work/are working
- what is the actual proess by the recsource that is disclosed to the recipient? (need for background explanation for grahame - as a visual for grahame
