Datatype Schematron Errata

Will be captured to a Wiki page on the website

1. Change the schematron to ... to permit as the 'root' or the 'extension' only for an II datatype. for example, one may specify just he root or just the extension. While the abstract datatypes correctly allow for this, the schematron rules in the past were modified to preclude specifying only the root
