Issue
OBX-14 time stamp datatype (currently listed as TS_5) needs to match OBR-7 (TS_4) and SPM-17.1 (TS_4), so that when the specimen collection time is not known they can use the default. Add usage note: When the OBX-14 is not related to a collected specimen, granularity to at least the day is preferred.
