This content defines a draft pattern for Act. Because it was controversial (and the use-case for alternate ids for Acts is minimal at best), the Act portion has been removed from the official pattern for the time being.
Identifier pattern applied to Acts
The primary controversy is whether it's appropriate to use the Registration act to convey the semantics of "assigns an identifier". An alternative would be to create a new Identification act classCode. This will be revisited when there's actually a strong use-case for alternate identifiers for acts.
