- Hans describes the issues being covered by the ticket.
- MOTION to add text that this extension communicates the same information as C-CDA Observation with LOINC 76689-9: Hans/Eric
- Discussion: Is there any downside? Hans: Downside by using an attribute or observation construct that some of the changes that happen over time will be hard to track. Paul: Is the expectation that other simple observations would also become extensions? Hans: No. Ed: It's reasonable to see if we can't be consistent across CCDA and FHIR. Will be increasingly visible in the US in terms of demographic and functional activities.

- Johnathan introduces the topic/document. Was the DAF, and is now being published as US-Core. Austin points out that the reconciliation document link is incorrect - Angelique will correct. Discussion over whether US Realm owns the projects or products. Ed clarifies that US Realm is responsible for the products. WGs own the content. US Realm guides the work but doesn't do the work. FHIR-I owns this project. Wayne suggests that we use RACI. WG is responsible, US Realm is accountable. FHIR-I should be the WG to approve publication. Suggestion that this time we approve it as a temporary measure as we don't have established policy. Paul: If we approve, we ask that it goes to TSC on Monday. Wayne: We can approve it as US Realm and Anne can send out on e-vote.

- Floyd: We need something documented; it would be important to know which WG/WGs to go to for approvals. Lorraine: Development background is still referring to DAF; product brief needs to be consistent with US Core naming.
