**There are still outstanding negatives, but there are enough that have been withdrawn to publish. Need to add which version of FHIR it's based on. Anne adds FHIR 3.01. Austin asks if we need to publish immediately, given the large number of outstanding negatives? Brett: There's no deadline, but wanted to get it done this week because after next week, Grahame will be swamped. Austin notes that TSC won't review it until next week.
