Use case mentioned was "was not supplied" (which would be in event mood). I cannot find any use of this attribute in supply in Rx models outside of DMIM. Having said, that it is a reasonable use case for CS even if not currenty in scope of Rx.

CS needs to add actionNegationInd to Supply Act
