Usage
To create a set of tabs, use these four elements. Keep the page tabs in the same order on all pages and use "Tab1" for the current page.
This variant of Template:VocMntStyle/TabsTop blocks automatic tables of contents but includes "edit" selections at the section level.

To keep editing tags on the sections, use this first line:

To keep editing tags and TOC on the sections, use this first line:
