Meeting minutes from November 4 were unanimously approved.

ICD-10 clinical codes to security code mapping - Ken

• Ken discussed the clinical code mapping from ICD-9 to ICD-10 that SAMHSA has completed on sensitive conditions.

• More discussion needs to take place on covering the gaps between 42 CFR part 2 and the Genetic Information Nondiscrimination Act (GINA)

• Kathleen suggested forming a Tiger Team that would address the gaps between 42 CFR part 2 and the GINA. The Tiger Team could then report back to CBCC.

Patient Friendly Natural Language - Update on PFL mapping to the HCS and development of FHIR Consent Directive Suite

• Rick presented the updated purpose of use portion of the example Patient Friendly Consent Directive with vocabulary codes emanating from the HL7 HCS standard, explaining how HCS vocabulary codes for purpose of use were added.

• Rick will meet with Kathleen on Wednesday 11/19 to discuss selectively choosing the purpose of use codes that directly require the patient - not the covered entity - to make choices about how to share personal health information for different purposes.
  • Rick and Kathleen will also discuss how to use the HIPAA Notice of Privacy Purposes as the basis for translating the purposes of use into patient friendly language.

• Work is ongoing to update the FHIR contract to accommodate everything needed on the FHIR profile. Paul Knapp is adding changes to the continuous build; these changes include adding a signature that allows one to see who made the signature, and allows one to include the signature.

Data Provenance - Update

• Kathleen said that she is working on an initial draft of four new templates for the Provenance Device RoleCode Concept Domains.

Privacy Consent Directives - Ballot Reconciliation

• Suzanne to follow up with Ioana and Serafina on the status of the CDA IG for Privacy Consent Directives.
