Project Overview
Welcome to HL7's EHR-S Vital Records Functional Profile wiki page.
The goal of the Electronic Health Record System Vital Records (VR) Functional Profile Project is to create an HL7 EHR-S Functional Profile that will facilitate leveraging electronic health record (EHR) systems to capture selected vital records data (Birth, Death and Fetal Death) at the point or care or contact with a patient, and support messaging among providers, states, local registrars and Federal agencies.
Background
In 2008, the Centers for Disease Control (CDC)/National Center for Health Statistics (NCHS), the National Association for Public Health Statistics and Information Systems (NAPHSIS) and several state vital representatives began collaboration on the development of an HL7 Electronic Health Record System (EHR-S) Vital Records Functional Profile (VRFP). The VRFP is a subset of functional requirements derived from the HL7 EHR-S Functional Model for selected data elements as defined by the CDC/NCHS Edit Specifications for the 2003 Revision of the U.S. Standard Certificates of Birth and Death, and the U.S. Standard Report of Fetal Death.
The VRFP project is U.S. focused and will initially specify the functional requirements needed to facilitate the point-of-contact or point-of-care capture of selected vital records data via EHR systems, and support messaging among providers, states, local registrars and Federal agencies.
Activity to Date
The initial VRFP was completed in May 2010 and submitted to HL7 for balloting in September 2010. The VRFP received an affirmative vote; however, several comments needed to be reconciled as part of the HL7 ballot process. The revised VRFP was then re-balloted during the May 2011 Ballot cycle. It again received an affirmative vote with a few more comments to be resolved. Ballot Reconciliation will be completed by August 2011, after which the completed VRFP should be ready for submission to HL7 for approval to be published as an HL7 Informative Standard. The VRFP is intended to ultimately serve as a reference for the certification of EHR systems that include functionality to support vital records activities.

The VRFP project team meets via conference call on a regular basis. The group may schedule a face to face meeting based on need. The VRFP workgroup will report to the HL7 EHR Workgroup through their regular meetings or at the HL7 meetings.
