CDA R2 did not support the Grouper Act class code as an Organizer. This class is used in the V3 Laboratory result domain.

Add the GROUPER act class code to the CDA Organizer value set. This can also be accomplished by supporting the current full Clinical Statment model.

Needed for laboratory reporting.

Feb 02, 2010: Addressed by right hand side of CDA R3 decision.
