P436 Fix MSH2 length to 4
Opened 20071217 Assigned: Tony
Currently the language in Chapter 2, section 2.5.4 allows the Escape character and subcomponent separator to be omitted if not used. However, the table in 2.14.9 states the length of the MSH:2 is 4, while 2.14.9.2 describes the length as 'two to four characters'
This proposal will set the length of MSH2 to 4, and make the components of MSH2 required.
