Grahame's changes reviewed - we will answer the question we will need to verify the resource decision with regard to particular purposes to define/refine the value sets happy to hear endorsements after the review of the changes made and prioritize John's question)

Rule Combinations: I think we need to make clear that within an exception all elements are in an AND relationship (this period AND this actor(s) AND this action(s) AND this securityLabel(s) ..), and between exceptions is an OR relationship (exception 1 OR exception 2 OR exception 3 ...), and if no exceptions fire then the root policy is executed.

Kathleen to write up request to add implied consent (jurisdictional policy? from OI?OO and jurisdictions, pre-build exception rules)
