The IG has the following wording:

50. SHALL contain exactly one [1..1] component (CONF:1143-19057) such that it a. SHALL contain exactly one [1..1] Population Criteria Section (identifier: urn:oid:2.16.840.1.113883.10.20.28.2.1) (CONF:1143-19058).

The posted QDM-based HQMF IG schematron on gForge is enforcing that a measure can only have one population criteria section - i.e., only 1 component/populationCriteriaSection. With this restriction plus the restriction on how many populations can exist in a populationCriteriaSection in the base HQMF R2.1 standard, that means that no measure can have multiple populations of the same kind (e.g., 2 or more Denominator, 2 or more Numerators).

This is a problem for the current CMS eCQMs. There are currently 4 EH measures that were posted in 2015 that have the need for 2 or more population criteria sections. There are currently 12 EP measures that were posted in 2015 that have the need for 2 or more population criteria sections.

To resolve the issue identified above, I recommend the following change:

50. SHALL contain at least one [1..*] component (CONF:???) such that it a. SHALL contain exactly one [1..1] Population Criteria Section (identifier: urn:oid:2.16.840.1.113883.10.20.28.2.1) (CONF:1143-19058).

This aligns with the base standard, which will allow for more than one component/populationCriteriaSection. Based on the update, I also recommend that the schematron be updated.
