New ITS Reference Package

This document defines the Reference materials to be used in the New ITS. It will include the references to the datatypes, and to any structural vocabulary needed. It also defines any metadata needed to use the ITS.

It is suggested that this should not be balloted as a separate document, but that any material that is to be balloted should be included with the main document, and that any material that is more fluid than that, and that is likely to change before the rest of the ITS changes should be described in the ITS specification along with the maintenence process.
