Data Types Issue 39: DEL null content issue
Introduction
DEL in ENXP and ADXP contain no string but do not have a null Flavor. This violates a constraint in the abstract datatypes that strings must have a length of more than one or a null flavor.
backwards compatibility: this is clarification of an existing issue
Discussion
Gunther & Grahame: suggest to arbitrarily define that a DEL has implicit content of a line break. (private email)
