Data Types Issue 24: vocab domain issues
Introduction
We need to better document some management issues of the vocabulary domains in the data types specification. There is 2 separate but inter-related questions
- who can change the domains and at what time?
- what is the coding strength of the domain?
Backwards compatibility: no change; just clarifying practice
