Data Types Issue 2: XML ITS: TS, Change format in text

Introduction

The current wording says: "...In short, the syntax is "YYYYMMDDHHMMSS.UUUU[+|-ZZzz]" where digits can be omitted..."

Proposal is to change the wording to what it used to be in the version 2 standard, to depict the story better: "...In short, the syntax is YYYY[MM[DD[HH[MM[SS[.U[U[U[U]]]]]]]]][+|-ZZ[zz]]" where digits can be omitted..."
