  • January 2018 CBCP Working Group Meeting - New Orleans, Louisiana USA, January xx-xx, 2018 DRAFT Agenda
  • Patient Choice for Research report out - Team met to discuss research use case. More information forthcoming after discussions with stakeholders. Consumer Centric Data Exchange Connectathon track for January discussed. One track is focused on OAuth technology for decisions and ceremony outputting Consent Resource as documentation of decisions, but not the decisions. Consent Resource shows the relationship executed but no Consent capture has taken place.
  • Kathleen stated that another CCDE track is being developed by Security and CBCP WGs to feature Cascading OAuth for Right of Access request from ONC Basic Patient Choice pilot as enhancement to September 2016 and January 2017 Connectathons, and HIMSS 2017 Interoperability Showcase.
  • HL7 Rim mapping complete. Kathleen is working on a v2 mapping of CON Segment to Consent Resource.
  • Kathleen raised questions about the need for HHS clarification on 3 views on compliance with HIPAA Right of Access: (1) Clicking accept on App Terms of Service is adequate to ensure authorization of an App to access PHI (protected health information)on behalf of a patient; (2)Retrospective generation of a FHIR Consent Resource is adequate to ensure and document the authorization of an App to access PHI on behalf of a patient; and (3) that wrt to an App acting on behalf of a patient, that a consent directive prior to access must be recorded and signed by the patient. This use case is not the same as a patient with a Meaningful Use (MU) Portal accepting the Terms of Service of an App registered with a MU EHR. Kathleen to draft for CBCP to forward to HL7 Policy Advisory Committee, which if approved, would be submitted to HL7 Executive Committee for submission to HHS.
  • Piper gave a presentation on gaps that the BH SIG found in the FHIR Condition Resource for conveying DSM codes related to mental health conditions. David Pyke walked the WG through the resource and pointed out flexibility to support many of the gaps, and assisted Piper in framing questions to take to the Patient Care WG for further clarification and requests for changes that might be needed to support the BH SIG requirements.
