    1. George: MU requirement patient has no problems. Implementers may use 'problem' and negation, but text is 'problem' -- a structure vs text issue
    2. Emma: STU comment - easy to represent pregnancy, but unclear how to represent 'not pregnant'
      1. pregnant code with negation
      2. not pregnant code
      3. pregnancy question with 'no'
  4. Should ballot deliver a) guidance & best practices, c) normative policy pronouncements, or something in between, like b) recommended patterns?
    1. Answer unclear. Produce a, maybe b, see how far we can get.
  5. Need more 'consumption' cases to cross-reference 'capture' cases
